This surcharged stamp was produced to remedy a shortage of 4c. values when the inland letter rate was increased from 3c. to 4c. on 1st. January 1918. Five million were printed but in April of that year nine million 4c. stamps were produced, thus obviating the need for the surcharges. This stamp is one of the rarest issued stamps of the Commonwealth. In 1968, by chance, a collector living in Singapore made an appointment to look at the stamp stock of postage dues on the day of their withdrawal resulting from Singapore's decision to issue their own postage due stamps. The collector (Derek Clayton) noticed the different watermark on the 50 cent of the set he was buying and asked if he could buy some more. The stamps he purchased that day are the main source of mint stamps in public hands. He managed to purchase twenty-five in total and was later able to establish that there were only another seven mint examples in private hands. From the very small number of used stamps, apparently equally rare, it appears clear that this stamp was supplied only to Singapore and, as further confirmation, the examples in the Crown Agents archive at the British Library are marked ''SINGAPORE''. Whilst the main Post Office used up the watermark Multiple Script CA issue 50 cents, any new Post Offices opened (for example, Katong) were supplied with the Block CA watermark issue. We note that there was no block of this stamp in the Clayton collection when it was sold, but that he had been persuaded to sell a block to Her Majesty the Queen. Indeed, the Crown Agents original block was of six but is now of five, with a note that one stamp has been officially removed officially and sent to the Palace. Clayton also consigned one block to a rarities auction and this has changed hands several times since. This may be the only mint block in private hands.
