Propaganda Envelopes: Anti Vaccination: 1878 (Nov. 18th) printed Anti-Vaccination envelope in support of Joseph Abel, sent from London to 'Mr Abel, Faringdon, Berks' with 1864–79 1d. plate 202 BB, exceptional and probably the finest of the 11 known examples in its original uncoloured state. Photo. In 1877–78 Joseph Abel refused to pay fines levied under contemporary law for the offence of refusal of smallpox vaccination. He was prosecuted 21 times owing to his persistence and a total of £30 was paid by his brother which kept Abel out of prison. Abel's stand in the light of child deaths said to result from vaccination gained wide support for a change in the law prompting these illustrated propaganda envelopes. In 1878 the law was amended resulting in a person refusing vaccination only being summoned once.
