CABUL/for postage beyond Indian frontier'' in violet, the item presumably returned to sender in official envelope. In early 1892, the Afghan P.O. ordered incoming mail from abroad to bear Afghan stamps in the correct amount when presented at the Indian border, in order to cut down on postage due collection difficulties. This Afghan order halted virtually all mail exchange for a few months. Afghanistan did not join the U.P.U. until 1928. British Postal Archives show this handstamp on a page date March 1st, 1892, applied 6 days later at the Foreign Branch in London this cover is possibly a first day usage as well as the earliest of only two known examples.
