Under GPO Notice issued on 2 September 1840 letters posted abroad with stamps of less value than the proper postage, if addressed to places to which pre-payment was not compulsory, i.e. France, must be forwarded charged with the full amount of postage as though no stamps were affixed. Accordingly, the letter was marked '10' for 10d. sterling, below the stamp, being the rate up to 1/2 ounce. It weighed 10-15 grams '10' at top left exceeding the 7.5-10 gram single 10 decimes rate from Great Britain on the French tariff and was therefore charged 20 decimes making a total cost for the letter of 30 decimes.
