Previously associated with the so-called ''lemon'' printing (listed by Bridger & Kay as CW 15bb), the ''Prague'' covers continue to attract attention and controversy. It has, for instance, been suggested that these are chemically induced forgeries yet the evidence for this may be otherwise interpreted. Chemical analysis would appear to have discounted the possibility of replacement of the original surface. With their inks compatible with the 1939 and 1940 despatches, it has been convincingly suggested that these stamps may have been printed on one or more sheets of non-chalk coated paper used among the paper supply for one or more of these early printings. As we see elsewhere in the variations found among the Key Plate issues, wartime demands created more pragmatic attitudes and perhaps on occasion a relaxation of standards. One theory notes that a supply of sheets from early printings sent in 1946 direct from the Treasury in Bermuda to the Customs & Excise Department for use mainly as a Poll Tax stamp may have included one or more such sheet. Some of this supply was then passed for fiscal use to Shipping companies and airlines, from one of which this usage has been said to originate. It is also possible that the shade first saw use on Poll Tax forms from where they were removed (Wilson Wong has noted that at least one of the stamps does not appear to have original gum). Although deliberate alteration of the ink shades has been discredited, we would suggest that it is possible that previous revenue usage may have necessitated some cleaning of the surface. On another side we note that a mint block of the shade is said to have been in the collection of Sir Lacon Threlford. It is assumed that up to around fifteen such covers bearing these shades may have been despatched, although fewer than this number have since been recorded.
