1654 Military: Field Marshall Garnett Joseph Wolseley, first Viscount (1833-1913): 1877 (Nov. 9) six page autograph letter from the India Office to Lady Paget regarding her nephew’s prospects in India. Viscount Wolseley served with distinction during many campaigns including the Second Anglo-Burmese War, Crimean War, Indian Mutiny, Anglo-French Expedition to China, Ashanti Wars, and later in Egypt, Sudan and Southern Africa. This must date between February 1571, when William Cecil was created Baron Burghley, and 16th September 1593, the death of Robert Petre (who had been Clerk of the Exchequer Receipt, for life, since 1569 - J.C Sainty, Officers of the Exchequer, 1983, p. 207). On June 20th 1590 Sir John Stanhope was appointed Master of Messengers & Runners commonly called The Post, with the same pension (£66.13s.4d.) and with all the Profits, Commodities & Advantages in as ampole a manner and forme as Sir John Mason & Thomas Randolf formerly enjoyed in the said office.

Philippo Burlamachi, a naturalised foreign merchant was made responsible for both the Inland and Foreign Posts by Charles I in 1640. Burlamachi lost control of the Posts by 1642, when it passed into the hands of Edmond Prideaux.

The 1635 Proclamation indicated that Postage would be Charged by
Distance ‘if above 140 miles 6d.’, it is evident from this letter that from the appointment of Philippo Bulamarchi in 1640, it became possible to pre-pay letters sent from Provincial England.

In 1648, Sir Philip Musgrave secured Carlisle for the King and it became the base for the Scottish Royalist invasion during the Second Civil War

A most important letter saying he had lost his fight with Prideaux and the Commons for Control of the Letter Office, and giving latest news of Mr Witherings who set up the Foreign Office in 1642, and the Inland Office 1635–40. Warwick was Admiral of the Parliamentary Navy. In 1642 Philipo Burlmachi was required to relinquish the position of Postmaster General to the Earl of Warwick, although he continued to run a post for the Royalists a little longer. Parliament appointed Edmund Prideaux as Master of the Posts, Couriers and Messengers in 1644, but there is no evidence of a public post until 1653, after the execution of Charles I and the exile to France of his son, by which date Prideaux was Solicitor General.

1681 Postal History and Covers: 1731 (October 2nd) entire letter from Duns to Edinburgh charged ‘2’(d.) and with the distinctive handstruck “DUnS” (Auckland BK84) on the lower flap, this is one of the earliest recorded ‘Country’ postmarks of Scotland, we know of only one earlier handstruck postmark of any Scottish Post Office, with the exception of Edinburgh, Aberdeen and Glasgow have no handstamps recorded prior to 1738, and most Scots Post offices did not receive their first marks until 1740 or later. 1686 Postal History and Covers: 1813 (July 8) a most interesting Peninsula War entire letter written from Tafalla by Mark Johnson, Cornet in the 3rd Dragoons, and addressed to his wife in Pembrokeshire, rated ‘2/2’ and with fair strike of scarce circular “FALMOUTH PACKET LRE” in green. The letter describes the preparations for and action during the Battle of Vitoria ‘.. the 12 and 16 Lt Dragoons charged them and our Reg. prepared to follow - when the Cavalry opened out and shew us a solid square of infantry what a poured a tremendous Volley into us .. a bullet just grazed my cheek .. such a day the British Troops has had.’ On June 21st with 75,000 men and 90 guns vanquished the French troops under King Joseph Bonaparte and Marshall Jourdain with some 70,000 men and 152 guns, capturing all the guns together with the ammunition stores, over £1,000,000 in money and even the Marshal’s baton. 500 600 720

1725 Postal History and Covers: Ship Letters - Transatlantic Mail: 1785 (August 2nd) letter from London to Philadelphia via New York, an example of early Confederation era packet mail, single rate for a single sheet of paper, prepaid at 1/- to New York, then charged two pennyweight (silver) inland postage to Philadelphia, no ship letter fee was charged, circular framed “POST/PAID” handstamp on front and London “3/AU” Bishop mark on reverse. Immediately after the American Revolution, even as negotiations were underway for the Treaty of Paris, the British authorities sought via Benjamin Franklin to reinstate the New York packet under the old terms. One of these was that no ship fees were to be charged on incoming packet letters. Anxious to restart commercial relations, the Americans agreed; for several years the New York postmaster was paid a generous stipend to compensate for the lost fees on packet letters.

1727 Postal History and Covers: Ship Letters - Transatlantic Mail: 1793 (April 4th) letter from London to Philadelphia via New York, prepaid ‘3/-’ packet rate to New York, thence charged 36c. internal postage to Philadelphia, an early post-Confederation packet letter and an unusual triple rate letter from London, a scarce and attractive cover. The 36c. U.S. internal rate is confusing, as it is not a multiple of any internal rate under the 1792 Act. While clearly marked as a packet letter, it could possibly have been rated as a ship letter according to the formula four times the single rate of 8c. for a one ounce letter, plus 4c. ship fee.
